Trump.

Kennedy did not meet two requirements. Faced with increasing obstacles leading up to the deadline, Kennedy alleged that CNN was working with the Biden and Trump campaigns to keep him out of the debate, and lodged a complaint with the Federal Election Commission, claiming that the network had breached campaign finance regulations.
Kennedy plans to organize a protest outside of the #CNNDebate venue in Atlanta.
